with that breaking news, what could be a pretty serious escalation in tensions between the u.s. and iran. >> it centers, this morning, a report, that the iranians have captured an unmanned american drone. for the very latest, we're joined from london by abc's nick schifrin. good morning, nick. >> reporter: good morning, rob. good morning, paula. we have no comment on this from the u.s. but the iranians claim they brought down what's known as a scan eagle drone, after it violated iranian air space. it's right now in an iranian studio. it's a small surveillance drone. u.s. navy captains used them to watch their own ships. this is not an armed drone. if the iranians brought it down, the u.s. will see that as a very aggressive action. last month, the iranians tried to shoot down a u.s. drone in the same place. almost exactly a year ago, the iranians brought down a high-tech drone, one used by the cia. that was inside iranian territory. as you said, this will raise tensions in a very sensitive area. u.s. has thousands of service members in the gulf, just a few miles from iran. and the u.s. co

business correspondent for "u.s. news & world report." i want to ask you about the tax increase if there is no deal and tax rates rise, when would workers begin to see that reflekr reflected in their paychecks? when does the pain start? >> this is not one tax hike. this is about nine different sets of taxes. and the one that would go up right away is the payroll tax. that was cut temporarily in 2 009, cut by two percentage points and will go back up by two percentage points and that would come out of workers' paychecks right off the bat. it would add up to something like $60, $70 a month for the typical worker. we hear about all the tax rates that are going up, that actually wouldn't involve money that is in people's pockets until they actually pay their taxes or do their tax returns the following year. because that's when they would have to calculate the amount they owe and whether they paid enough taxes in 2013. so the good and bad news about that is that is not going to affect people right away, but that also means they can put that one off for a long time and we could go --

the necessary paperwork. he talked to u.s. customs and verified with them that the gun did not violate any mexican law. the two allegedly handed the mexican officials the paperwork regarding the rifle, but instead of continuing on their way to costa rica to go surfing, hammer was immediately detavend, dragged away to -- detained, dragged away to a notorious jail in matamoros, mexico, where they jail narcoterrorists. this is a picture of the marine when he served america. this is a picture recently taken in the matamoros prison. as you can see he's in solitary confinement and like back in the old days chained to his bed because so he won't go anywhere all because of a mixup of what the law is and what should have happened to him at the border. so he's being held as a criminal because the size of the barrel of that rifle was apparently too long. even though u.s. customs told him he was not violating any mexican or american law in having the rifle. hammer had no criminal intent when he took that old rifle into mexico. john hammer should not have to spend another holiday away from his family.
